For three-and-a-half years Callixte Mbarushimana has managed to escape both Rwandan justice and the Arusha Tribunal (ICTR). Now he is no the poorer for it. On 11 April 2001, the UN employee was arrested in Kosovo at Rwanda\'s request, on suspicion of participating in the 1994 genocide. Two months later, the Kosovo courts, operating under UN supervision, concluded that the case against him was weak. They refused the extradition request and freed him.
